Baldwin Avenue Grade Separation - El Monte

ACE constructed a double-track railroad bridge over a four-lane depressed roadway on Baldwin Avenue in El Monte, which carries 28,000 vehicles a day including substantial truck traffic and connects Interstates 10 and 210. The at-grade crossing is traversed by 18 freight trains per day and six passenger trains per week. Landscaping was installed south of the tracks and retaining walls north of the tracks. Bessie Avenue now ends in cul-de-sacs with a new pedestrian bridge built across Baldwin Avenue.
The Baldwin Avenue Grade Separation construction contract was awarded in October 2012. Major construction was completed and Baldwin Avenue reopened in Spring 2015. The cost of this project was $70.4 million.
The Federal Railroad Administration had recorded two train-vehicle collisions at this crossing in the past 10 years. The project eliminated a highway-rail at-grade crossing, the potential for train-vehicle collisions, delays for emergency responders and reduced emissions and locomotive horn and crossing gate noise. During construction, Baldwin Avenue was closed between Rose and Gidley streets for up to 24 months. Temple City Blvd. and Arden Drive via Lower Azusa Rd. and Valley Blvd. were used as detour routes. Local access for businesses and residents was maintained. The project created 446 construction jobs.
